The chapter overflows with hope: God’s everlasting love, the joyful return of the exiles, comfort for Rachel weeping for her children, and the tender image of Ephraim as a beloved son. At its heart is the promise of the New Covenant — “I will put my law within them, and I will write it on their hearts... For I will forgive their iniquity, and I will remember their sin no more” — fulfilled in Christ.
