Beginning the “Book of Consolation,” God promises to restore the fortunes of Israel and Judah, bringing them back from captivity. Though the present is a time of great distress — “a time of distress for Jacob” — He will heal their wounds, judge their oppressors, and rebuild the city, and they shall be His people.
