God brings a legal charge against unfaithful Israel, His wife, who chased her “lovers” (the Baals) thinking they gave her grain, wine, and oil, not knowing it was the LORD. He will discipline her, hedging up her way, but only to win her back, promising tenderly, “I will allure her... and speak tenderly to her,” and to betroth her to Himself forever “in righteousness and in justice, in steadfast love and in mercy.”
