When Festus succeeds Felix, the Jewish leaders press for Paul to be tried in Jerusalem, plotting to ambush him. To avoid being handed over, Paul, as a Roman citizen, appeals to Caesar, and Festus grants it: “To Caesar you shall go.” Festus then consults the visiting King Agrippa about how to frame the charges, since he finds nothing worthy of death in Paul.
