To end all further disputing about the priesthood, God provides a sign. The leader of each tribe brings a staff, twelve in all, with Aaron’s name on the staff of Levi, and they are placed in the tent of meeting before the ark overnight. In the morning Aaron’s staff alone has “sprouted and put forth buds and produced blossoms, and it bore ripe almonds.” God commands that Aaron’s staff be kept before the ark “as a sign for the rebels, that you may make an end of their grumblings against me, lest they die.”
The budding staff is a quiet miracle with a loud message: from among twelve dead sticks, God brings one alone to life, visibly and unmistakably marking His chosen priest. Life from a dead branch is God’s chosen way of settling the question of who may draw near, and it silences the endless grumbling that has plagued the camp.
