Joshua 20

c. 1399 BCThe cities of refuge are appointed, where one who kills unintentionally may flee from the avenger of blood.

At the LORD’s command through Moses, six cities of refuge are appointed on both sides of the Jordan. To them a person who kills unintentionally may flee and stand trial before the congregation, safe from the avenger of blood until the death of the high priest — mercy built into the law.
