Paul teaches submission to governing authorities, who are instituted by God to restrain evil, so believers should pay taxes and give honor as due. The debt that always remains is love: “the one who loves another has fulfilled the law,” for love does no wrong to a neighbor. Knowing the time, and that salvation is nearer than when they first believed, believers are to “cast off the works of darkness” and “put on the Lord Jesus Christ,” walking as in the daytime.
