Using the image of a faithless wife, the LORD exposes Israel’s spiritual adultery with idols, yet astonishingly invites her to return: “Return, faithless Israel... for I am merciful.” He contrasts unfaithful Judah, who saw the northern kingdom’s judgment yet did not learn, and promises to give shepherds after His own heart to a returning, penitent people.
