The book closes with the LORD who fills heaven and earth declaring that He looks not to temples but “to him who is humble and contrite in spirit and trembles at my word.” He promises to comfort Jerusalem like a nursing mother, to judge His enemies with fire, and to gather all nations and tongues to see His glory, so that all flesh comes to worship before Him — while the new heavens and new earth endure forever.
